Slot Machine Scene

Slot machines continue to intrigue people and everyone who plays them has an opinion as to their "honesty".
If there is such a thing as honesty regarding slot machine payoffs and jackpots wouldn't it really be the integrity of the machine's programmer, or more accurately, the person who sets the criteria for payoffs?
There has been some controversy in Pennsylvania regarding the scheme used to determine when and for how much a given machine should pay.
This article started the whole thing when a question arose as to just how fair the slot machines are in Pennsylvania.
Let's face it; all games of chance that involve programming, whether mechanical, as in the old slot machines, or computer, as in today's machines, are rigged.
The machines have to be rigged, they are "rigged" to pay off a certain amount, either at certain times or randomly, and that "rigging" or "programming", is what constitutes the "odds" of winning.
The real question is whether or not the machines are paying out as advertised, that is, the winning percentage that the casino guarantees.
