I've been playing various State lotteries ever since the first one started in New York which was a few years after the dinosaurs became extinct.
So far all I've won is a few lousy bucks, but I still play, because I'm a Dreamer.
But some people do win, and they win big, as did Frank Gagliardi, who won $26.7 million bucks in 1991.
So what has he been doing with his winnings which he elected to take at the rate of $1.3 million per year?
He plays slot machines and he took on the IRS.
