Is Google Violating Australian E-Gambling Laws?

Australia's e-gaming law prohibits advertising of online gaming sites to Australians - and currently google and a local australian search engine are currently under investigation for breaching these laws - which carry a penalty of over AUS$1 million.
What's interesting about this news is that google prohibits online gambling ads and sponsorship in its search engine.
However, apparantly, thats not enough - since it seems that some 'clever' advertisers are slipping through the net and advertising on misspelled words. Something that google should be stopping as well.
Interestingly, the people that are pointing out this alleged violation is a legal firm - the actual government department that looks after these laws has only ever received 5 complaints of possible breach and most observers seem to thing that the laws are pretty much being adhered too. Not that i'm being cynical, but...
