Representatives Barney Frank, shown above, and Ron Paul have co-sponsored another bill in the House of Representatives on behalf of fans of online gambling.
The bill, if enacted, would prohibit the US Government from preventing American financial institutions from funding gambling accounts.
This is what is illegal in the United States, not the actual online gambling, as many think.

By contrast, the State of North Dakota, which does not have a State Lottery, allows and in fact engages in the sale of out of State Lottery Tickets online.
