Million Dollar Trash Can

Next time you see someone rummaging through a trash can, just think of Edward St John who picked up a scratch card from the trash - worth $1 million.
And apparantly, thats what he does daily - he'd picked up one worth $1000 earlier in the year.
But all is not plain sailing. Someone is claiming the winning ticket from a stack of 250 they had bought on the day in question.
Thankfully, the State Lottery Commission says 'finders keepers'. And so it should be
